EVARA begins Expenditure Review Program for the Royal Commission for Jubail and Yanbu (RCJY) in line with Government Expenditure and Project Efficiency Authority (EXPRO) guidelines

·        Policy & process alignment: sourcing strategies, approval thresholds, delegation of authority, tender/evaluation templates, and post-award controls per EXPRO guidance.

·        Contract management & supplier performance: SLAs, KPIs, payment terms, risk allocation, and change/claims mechanisms; scorecards and improvement plans.

·        Project controls & forecasting: schedule–cost integration, earned-value checks, cashflow projections, and exception-management routines.

·        Value engineering & lifecycle costing: structured VE workshops, TCO (total cost of ownership) analysis, and maintenance-cost optimization.

·        Digital enablement:expenditure analytics, automated alerts (budget, variation, delay), and a unified reporting layer for executive oversight.

·        Capability building: targeted training for procurement, finance, and PMO teams; playbooks and checklists to embed practices.

Methodology and timeline

1.     Mobilization & stakeholder mapping – confirm objectives, governance, and data room.

2.     Rapid diagnostic & quick wins – 60–90 day sprint surfacing actionable expenditure opportunities in high-impact categories.

3.     Deep-dive reviews – structured assessments of selected contracts/projects, root-cause analysis, and value-engineering cycles.

4.     Policy/process upgrades – align procedures with EXPRO, standardize templates, and clarify decision rights.

5.     Implementation support – pilot improvements on live projects; track benefits realization and refine tools.

6.     Handover & sustainability – finalize dashboards, training, and a benefits-tracking mechanism for RCJY ownership.

·        Steering Committee: joint RCJY–EVARA oversight for scope, risks, and benefits.

·        Controls & integrity: segregation of duties, documented audit trails, and evidence-based recommendations.
