EVARA launches EXPRO-aligned expenditure review with RCJY: from diagnosis to disciplined delivery

EVARA Group has begun a comprehensive Expenditure Review Program with the Royal Commission for Jubail and Yanbu (RCJY), aligned to the guidelines of the Government Expenditure and Project Efficiency Authority (EXPRO). Recognizing RCJY’s scale—more than 4,000 contracts with a cumulative value exceeding SAR 70 billion—the engagement aims to strengthen value-for-money and lifecycle performance across projects and operations while reinforcing the Commission’s pivotal role in Vision 2030.

The program moves as a single, connected workstream rather than isolated tasks: it starts with mobilization and stakeholder mapping, then a 60–90-day rapid diagnostic to surface actionable opportunities in high-impact categories. From there, EVARA conducts deep-dive reviews of selected contracts and projects, addressing root causes, value-engineering options, unit-cost benchmarks, and change-order dynamics. In parallel, policies and processes are aligned with EXPRO, clarifying decision rights, approval thresholds, tender and evaluation practices, and post-award controls. Pilot implementations on live projects translate recommendations into measurable results, supported by digital expenditure analytics, automated alerts, and a unified reporting layer for executive oversight. The final phase hands over dashboards, playbooks, and targeted training so improvements remain owned and sustained by RCJY teams.

Governance and assurance frame the delivery: a joint steering committee oversees scope, risks, and benefits; evidence-based recommendations and clear audit trails protect integrity; and a benefits register tracks initiatives from baseline to realization. Progress will be judged by practical indicators—greater use of standardized procurement routes, shorter tender and change-approval cycles, tighter forecast-to-budget variance, improved supplier performance against SLAs and KPIs, and validated, bankable savings.
